asked the Under-Secretary of State for India whether he is aware that there has been a considerable increase in the number of irregularities in the recruiting of labour for the Assam plantations in the Ranchi district of Bihar and Orissa during the last year; and whether the Government will consider the question of increasing the minimum penalties for offences under the Assam Labour and Emigration Act, and in other ways increasing the effectiveness of the protection afforded by this Act?
