asked the Under-Secretary of State for the Colonies whether it is proposed to authorise legislation in Kenya enabling settlers to act as Magistrates and deal with infringements of native pass and labour laws?

The Feetham Commission has recommended that jurisdiction to deal with minor criminal offences and also with matters of a criminal and civil character arising under the Employment of Natives Ordinance should be conferred upon selected Justices of the Peace, subject to review by the District or Resident Commissioner. The Governor has not yet in formed me what action, if any, he recommends on this subject.
