§ Sir J. GILMOURA representation has been made to me on behalf of the ex-official referred to, and I am considering it. But Ii may remind the hon. Member that the powers of the Department under Section 21 of the Education (Scotland) Act, 1908, are limited to the cases of certificated teachers in the service of education authorities.
