right under Article XI, paragraph 2, of the Covenant, with a view to a settlement of the question by the Council of the League?

No, Sir. I know of no menace to the continuance of peaceful relations between Bulgaria and Yugoslavia. Any recent difficulties which may have occurred between these two countries are due, not to the disturbed conditions of any part of Yugoslav territory, but to the assassination of a Yugoslav general by terrorists who are suspected of coming from Bulgaria. These difficulties will, I hope, shortly be overcome, since my information shows that the Bulgarian Government are ready to collaborate with the Yugoslav Government in an endeavour to stamp out the terrorist campaign in Southern Yugoslavia recently renewed by a revolutionary body with the object of preventing a rapprochement between the two States.

In these circumstances there is evidently no reason at present for invoking Article 11 of the Covenant.
