§ Mr. HORE-BELISHAasked the Financial Secretary to the Treasury how many established civil servants are officials of or are employed by any person or organisation outside the Civil Service; and whether those who are so employed and receive a salary for their services receive that salary in addition to their pay from the Civil Service, or whether such salary is refunded to the Treasury?
Mr. SAMUELI do not appreciate the issue to which the hon. Member's question is directed, but I would remind him that under Clause 17 of the Order in Council of 10th January, 1910, permanent officers in His Majesty's civil establishments are precluded from accepting any post in the management of any society, or any trading, commercial, industrial or financial firm or company, which would require their attendance at any time between the hours of 10 a.m. and 6 p.m. This matter is also the subject of detailed Departmental Regulations dealing with the special circumstances of particular Departments, and based upon the principle that no civil servant may at any time engage in any activity which would in422W any way tend to impair his usefulness, or be inconsistent with his position, as a public servant.
