asked the Secretary of State for Foreign Affairs whether he will take steps to secure, in agreement with the Abyssinian Government, that an impartial Commission of Control shall be set up, under the auspices of the League of Nations, to deal with any work that may be carried out in connection with the water supply from Lake Tsana to the Sudan, and that any dispute in connection therewith shall be referred to arbitration on the lines laid down in the Conventions for similar cases drawn up by the Transit Conference of of the League of Nations?

A proposal for arbitration by the League has been under consideration, but until negotiations have advanced further, I am unable to say whether it is likely to commend itself to the Abyssinian Government.
