§ Viscount WOLMERPostage stamps issued in the reign of Queen Victoria are not available for the prepayment of correspondence. Under arrangements notified at the time in the "London Gazette" and the Press, the last issues of the stamps of this reign were invalidated on the 30th June, 1915; and the public were allowed to exchange them for cash until the end of that year and no longer. The answer to the last part of the question is therefore in the negative.
