Mr. LOCKER-LAMPSONThe agreement to which my hon. and gallant Friend refers was one between the Mexican Government and an international committee of bankers. It was modified by a further agreement ratified by the President of Mexico on 7th January, this year. The reasons why the Mexican Government desired modification are fully set out in the preamble to the latter agreement and were accepted by the international committee of bankers. No request for diplomatic representations by His Majesty's Government has been received from the British agents of the international committee with whom, if my hon. Friend desires it, I will place him in touch.
