asked the Minister of Health whether, in the case of the three recent appointments of higher executive officers in the Welsh Board of Health, the recommendations were first placed before the Promotion Board for consideration, or whether the recommendations were made direct by the Chairman of the Welsh Board of Health?

Mr. NEVILLE CHAMBERLAIN

The recommendation in question was submitted by the Chairman and approved by me in the normal course.

Major OWEN

asked the Minister of Health whether, in the case of appointments to posts in the Welsh Board of Health, the rule of seniority is observed?

Mr. CHAMBERLAIN

In the case of promotion in the Welsh Board of Health, as in all other parts of the Ministry, full weight is given to seniority, but the hon. and gallant Member will realise that this is not the only factor which has to be taken into account.

Major OWEN

asked the Minister of Health whether, other qualifications being equal, a knowledge of the Welsh language is regarded as an essential qualification in the holders of executive offices in the Welsh Board of Health.
