§ Major OWENasked the Minister of Health whether, in the case of appointments to posts in the Welsh Board of Health, the rule of seniority is observed?
§ Mr. CHAMBERLAINIn the case of promotion in the Welsh Board of Health, as in all other parts of the Ministry, full weight is given to seniority, but the hon. and gallant Member will realise that this is not the only factor which has to be taken into account.
§ Major OWENasked the Minister of Health whether, other qualifications being equal, a knowledge of the Welsh language is regarded as an essential qualification in the holders of executive offices in the Welsh Board of Health.
