§ Major PRICEasked the First Lord of the Admiralty the conditions subject to which Pembroke Dockyard will be available for private enterprise?
Mr. DAVIDSONThe conditions under which the Admiralty are prepared to consider the leasing of the whole or parts of Pembroke Dockyard are as follow:
- (1) The term to be 21 years or as may be agree.
- (2) Such rent as may be agreed to be paid, half-yearly in advance, exclusive of any deduction except landlords' property tax, the lessee paying all rates, taxes and other assessments that may be levied.
- (3) The lessee will be required to maintain the premises, machinery, boilers and electrical equipment in the same condition as they are at the time of entry, and deliver them up at the
328 end of the term in as good condition, fair wear and tear excepted. All steam boilers and lifting appliances are to be tested periodically in accordance with Admiralty Regulations and to the satisfaction of Admiralty officers. - (4) The lessee to insure the property against damage by fire with a company approved by the Admiralty.
- (5) Goods can be conveyed over the Admiralty railway at a rate per ton and conditions to be agreed.
- (6) Electric light and power can be supplied by the Admiralty at rates and on conditions to be agreed, or arrangements might be made to lease the generating station under certain conditions.
- (7) The use of Carr Jetty is to be subject to the Admiralty use for oilers, a berth to Admiralty satisfaction to be provided at that jetty at any time upon seven days' notice.
- (8) The lessee must make his own arrangements for the watching and safeguarding of the demised premises.
- (9) Any materials which may be dropped or find their way into the water adjoining the property are to be removed by the lessee at his own expense.
- (10) The lessee will be required to enter into a formal agreement including such terms as the Admiralty are advised are necessary to give effect to the above conditions.
