§ Lord E. PERCYAs regards the first part of the question the total average-attendance for the year 1924–25 was 5,971. I am aware of the position as regards elementary school accommodation in this area, but in view of the exceptional conditions prevailing there, I 985W do not consider that the local authority would be assisted in dealing with the very difficult problems which confront them by any attempt at coercion upon my part.
