Mr. BECKER

asked the Parliamentary Secretary to the Admiralty if he will reconsider his decision as to Mr. Charles T. Lowe, 2, First Avenue, Mortlake; is he aware that this man was ruined during the War owing to the suppression of shipping lists; that his business as publisher of shipping lists was ruined whilst Lloyds were permitted to continue the issue of shipping lists; and will he consider making him a compassionate grant?

It is not in the power of the Admiralty to make compassionate grants to persons whose claims against the Crown have been brought before the constituted authority. Mr. Lowe's claim was heard by the Losses Commission in 1917 and failed. He was allowed by the War Compensation Court to bring it again before that Court last year, and after a full hearing the Court decided that they could recommend no payment.
