asked the Under-Secretary of State for Foreign Affairs whether His Majesty's Government will, in the event of their granting to any employers or association of employers the right of representation at the forthcoming Anglo-Russian Conference, also extend the same right to the British Trade Union Congress?

Mr. PONSONBY

It has been decided after careful consideration that no representatives of private bodies should take part directly in the forthcoming Anglo-Russian negotiations which will be between the two Governments, but I shall be glad to give careful consideration to any expression of views on the part of such bodies which they may be good enough to offer in the meantime.
