§ Sir A. HOLBROOKasked the Chancellor of the Exchequer whether he has received a suggestion that we should build up in Canada a reserve fund towards the payment of the American debt; and whether, seeing that the Canadian and United States dollars are not likely to vary seriously in value and that any such fund would be comparatively free from exchange fluctuations, he will consider the advisability of adopting the suggestion?
