asked the Prime Minister whether he is aware of the wide difference in the municipal laws of this country and those of the countries of the Central Powers in the late War as to the right of a citizen to change his allegiance; and whether he will take some action to prevent the prejudicial effect of such variation on claims on the part of His Majesty's Government under Article 297 (b) of the German Peace Treaty?

I am aware that the laws of this country and the Central Powers differ in regard to the point mentioned; but this difference does not appear to have any effect, prejudicial or otherwise, on proceedings under Article 297 (b).
