asked the Parliamentary Secretary to the Admiralty why no lieutenant-commanders were promoted to the rank of commander in the recent half-yearly promotions; and whether, seeing that the failure to promote any officers of that rank is prejudicial to the efficiency of the Royal Navy, it is intended to make such promotions?

The promotions of lieutenant-commanders to rank of commander are deferred pending a decision by the Government as to the number of promotions to be permitted. The answer to the second part of the question is in the affirmative.
