§ Mr. MONTAGUThe Government of India were authorised to publish the revised rules about a month ago, and, doubtless, have by this time promulgated them in the usual way in an Army Instruction. A memorandum embodying them is being sent to all officers affected in this country. I will send my hon. and gallant Friend a copy.
