asked the Secretary of State for India if he is aware that the recommendations as to exemptions under the Indian Arms Rules, 1920, made in the Resolution of the Government of India as to the proposed administration of the Rules on 21st March, 1919, differ from the exemptions laid down in Schedule I of the Rules; and whether the present administration of the Rules in regard to exemptions is in accordance with the Resolution or with the published Schedule?

The Resolution issued in. March, 1919, indicated the lines of policy which the Government of India propose to adopt. A draft schedule of exemption was appended to the Resolution by way of illustration. Since that date it has been found necessary to make a few additions to the list of exemptions. The administration of the Rules is governed by the text of the Schedule as issued by notification, and not by the terms of the Resolution, which was a statement of policy.
