HORNEI am unable to frame an estimate until the House has decided upon the form in which the Bill will become law and until I am aware of the number and character of the industries for which special schemes will be established under the Bill. I may add that it is proposed that the administrative expenses of the new Act should be met from the income of the Unemployment Fund up to one-tenth of the income of that fund.
