§ Mr. FISHERDuring the discussion of the Education Bill in this House on 16th July last year I stated that the provisions of Sections 10–14 of the Bill would not come into operation until the end of the War. After careful consideration of the question, I am proposing to fix 1st April, 1920, as the appointed day for the purposes of paragraphs (i.) and (ii.) of Subsection (1) of Section 13 of the Act.
