LIEUT. - Commander KENWORTHY

asked the Prime Minister whether he is aware of frequent statements to the effect that the Soviet Government of Russia is anxious and willing to conclude peace in Russia; that the terms are stated to include the recognition of all de facto Governments in Russia, an amnesty to political opponents, and the acceptance of responsibility for the public and private debts of the Russian peoples; and whether any steps are being taken in the interests of humanity to test the bond fides of these proposals?
