§ Dr. MACNAMARAI presume my hon. and gallant Friend refers to the question of officers' pay. We greatly regret the delay involved, which has been inevitable in view of the comprehensive character of the examination of the problem which has been made. The Admiralty proposals are before the War Cabinet, and I am authorised by the Leader of the House to say that a decision will be taken during the present week.
