asked the Under-Secretary of State for War whether he is aware that (there is dissatisfaction amongst men who joined the Territorials and New Army in 1914; that the 1914 star and riband has not been awarded to them, notwithstanding their willingness to proceed overseas at that period as expressed by their joining the Colours immediately upon the outbreak of War; whether he will consider the advisability of expending the decoration to such officers and men; and, if not, whether the Army Council will consider the granting of a special decoration to all those who enlisted previous to 1st January, 1915?

The whole question in regard to the grant of a distinction to Territorial corps and units of the New Army in commemoration of their service in 1914 has been considered in connection with the general question of the granting of decorations for service during the War. It is considered that the decisions which have been arrived at will provide an appropriate distinction, or distinctions, to all those who accepted Imperial Service in 1914.
