§ Mr. MacCAWasked the Secretary of State for India if his attention has been called to a speech delivered in Council by the Viceroy of India at Simla, on the 26th September last, in which he stated that, provided the various views placed before Mr. Montagu and himself were consistent with the main principles of the policy formulated by His Majesty's Government, they would receive sympathetic consideration; and can he see his way to make known to this House what are the main principles of the policy formulated by His Majesty's Government?
Mr. FISHERI would refer the hon. Member to the announcement with regard to India made by the Secretary of State on behalf of His Majesty's Government this House on 20th August. I am not able to add anything to what is there stated as to the principles that will guide His Majesty's Government in dealing with the question of political advance in India.
