asked the Chancellor of the Exchequer whether workmen whose income for the Income Tax year 1915–16 was less than £160 have to pay Income Tax?

Yes, Sir. The limit of income at which Income Tax became chargeable for the financial year 1915–16 was lowered from £160 to £130 per annum by the Finance (No. 2) Act, 1915.
