§ Major BAIRDThe answer to both parts of the question is in the negative. Every endeavour is made to meet the requirements of both the Royal Naval Air Service and the Royal Flying Corps. Where these requirements cannot be met in full the supply available is allocated by the Air Board after full consideration of the respective needs of the two Services.
