asked the hon. Member for Worcestershire (Bewdley Division) when the promised volume of additional emergency legislation is to be published; and whether, in view of the inconvenience caused by the delay in issuing the bound volume of the Statutes for last year, he will take steps to have its issue expedited?

A new edition of the Defence of the Realm Manual, on which the editor has been engaged for the last two months, will be published in a week's time. The large additions to and changes in the legislation have involved such heavy work on the editor as to delay the completion by him of other special manuals dealing with Munitions of War and Trading With the Enemy, which are now in an advanced condition. As was stated by my predecessor in answer to a question put by the hon. Member for York on the 29th November last, these special manuals are given precedence over the general manual of Emergency Legislation. The bound volume of the Statutes will be issued soon after Easter.
