Mr. HARCOURTTenders for grass seeds for the Royal parks were invited from fifteen firms, and the lowest offer, that of Messrs. Toogood and Son, of Southampton, was accepted. It is contrary to the practice of the Department to give publicity to the prices of accepted tenders.
