Mr. MacCALLUM SCOTTasked the Minister of Munitions whether he refuses to issue permits for the export to Russia of goods ordered from British manufacturers unless such orders have previously received the sanction of the Russian delegation of the International Commission; and, if so, what is the object of such restriction; and whether he is aware that its effect is to divert orders to neutral countries, to the permanent detriment of British trade?
§ Dr. ADDISONThe Minister of Munitions is not responsible for the issue of permits for export. His concurrence is secured by the responsible authority before the issue of any permit for the exportation of goods which might affect the supply the munitions.
