asked the Secretary for India whether promotions of officers of the Indian Army for distinguished service in Mesopotamia take effect from 29th October, 1915, the day on which the honours list was published, though the dispatches on which such honours were based were dated April, 1915, and the services rendered were of still earlier date; whether officers of the same Army promoted for service in France and Turkey, the orders on the dispatches dealing with those services were published sooner after the event, now enjoy seniority over their colleagues who received promotion for services of earlier date; and, if so, whether anything will be done to redress the grievance of officers who lose seniority by delay in submitting and dealing with dispatches for which they are not responsible?

My right hon. Friend has asked me to answer this question, which involves a careful comparison of dates and considerable investigation. The two sets of honours were conferred by two different Departments. The matter is being looked into on the lines suggested in the question, but I cannot make any statement to-day.
