asked the Secretary for India whether, considering the fact that under the new. rules widows of officers of the Indian Army promoted to the temporary rank of major after sixteen years' service will only be qualified to receive the family pension and gratuity appropriate to the rank of major should their husbands have been killed on or after the 1st of September, 1915, he will give these rules retrospective effect so far as wounds, injuries, and family pensions and gratuities are concerned from the date of the commencement of the War or, at any rate, from the date on which the Indian troops landed in France, and so place the widows of officers killed before and after the 1st September, 1915, on the same footing?
