asked whether an employer is required under Section 7 of the Munitions of War Act, 1915, to give a workman a certificate that he has left work with the consent of the employer in cases where the man has been discharged for flagrant misconduct?

The question what is a reasonable ground for refusing a certificate to a workman is one for the determination of a local munitions tribunal having regard to all the circumstances of the case. My own view would be that an employer would rarely be justified in refusing a certificate unless he was prepared to continue to employ the workman.
