§ Mr. HOBHOUSEAs a rule postage stamps can be obtained on board His Majesty's ships, even under existing conditions, and letters should be prepaid with stamps. To meet the few cases where stamps are unobtainable, arrangements have been made for letters which are sent unpaid apparently for this reason to be delivered without charge.
