asked the President of the Board of Agriculture whether a county council is entitled to remove a person from the list of approved applicants for small holdings on the ground that he has refused to take the particular piece of land that they have offered him; and, if not, what are the grounds on which he may be removed?

If the offer is reasonable and there are no sufficient reasons why it should be refused, the Board of Agriculture are of opinion that a council is justified in removing the applicant's name from the list, but each case must be considered on its merits.
