asked the Chief Secretary whether he is aware that the Youghal Rural District Council have recently formulated an improvement scheme under the Labourers Acts, and demanded a local inquiry into the representations of

labourers whose claims they have approved; will he say how many cottages it is proposed to build; and whether the Local Government Board intend to comply with the request of the district council and so enable them to provide decent dwellings for the labourers whose present abodes have been condemned as unfit for human habitation?

A new scheme for fifty-four cottages was received by the Local Government Board on the 8th February, 1912, from the council of the Youghal No. 1 Rural District. Only ten of the fifty-four cottages are proposed to replace existing dwellings alleged to be unfit for human habitation. The Board, for the reasons repeatedly given in answer to similar questions, which reasons have already been explained to the council, are unable at present to proceed with the scheme.
