Mr. SHIRLEY BENNasked the President of the Board of Trade if, seeing that his latest information regarding the number of foreign captains commanding British ships is nearly six years old, he will take steps to find out how many foreign captains not holding British certificates were in charge of British ships during the year 1911?
Mr. BUXTONInformation as to the number of foreigners who were commanding British ships on 3rd April, 1911, will be available in July or August next, when it is hoped to publish the result of the census of that date. The number of foreign masters who do not hold British certificates is probably very small, but it would be necessary to examine some 50,000 agreements to ascertain the exact number.
