Captain CRAIG

asked the Chief Secretary whether he is aware that voluntary managers of national schools in Ireland are personally liable for accidents to teachers and scholars under the Workmen's Compensation Act as well as under the common law; and if he can state whether a fund has been started by the Commissioners of National Education to indemnify them against claims that may arise, or to pay the premiums necessary to insure against such claims?

Mr. BIRRELL

The Commissioners of National Education have been advised by Counsel that managers are liable for accidents to teachers under the Workmen's Compensation Act. They are not in a position to express any opinion as to the liability of managers in regard to accidents to pupils. The answer to the last paragraph of the question is in the negative.
