Mr. PEASEAs I stated on Tuesday, in answer to the hon. Member for North Islington, I am proposing to insert a paragraph in the Prefatory Memorandum to the Code to fulfil the purpose the hon. Member has in view. Perhaps I may point out that the greater part of paragraph 9 of the Circular, which was issued in March, 1909, now forms part of the Code, and that the only question is whether effect will be given to the very tentative warning contained in the last paragraph. This question both I and my predecessor decided in the negative.
