§ Mr. MONTAGUThe Secretary of State has appointed a Committee to inquire and report as to the facilities available for Indian students for industrial and technological training in this country. The members are: Sir Theodore Morison and Sir Krishna Gupta (members of the Council of India), Mr. J. H. Reynolds (lately Principal of the Manchester School of Technology), and Professor W. E. Dalby (of the Imperial College of Science and Technology, South Kensington). The system of State technical scholarships, established in 1904 by the Government of India to be held in this country, is fully described in chapter VI. of the Quinquennial Review of the Progress of Education in India, 1199W 1902–1907, presented to Parliament in 1909 (Cd. 4635). The Committee will visit various University centres in the United Kingdom in order to investigate the opportunities for giving Indian technical scholars such training in this country as shall enable the fullest possible benefit to be secured for the individual students and for Indian industries.
