Mr. TOUCHE

asked the Secretary to the Treasury what is the usual length of time which is allowed to elapse before a surveyor of Customs reports adversely as to the character of an officer; whether it is usual in the same year to promote an officer and to withhold his annual increment for alleged neglect of duty without any official complaint having been made to such officer during the course of the year in question; and, in the event of an officer suffering injury owing to such reports on the part of one or more of his superiors, what is the officer's remedy in the service?
