asked the Under-Secretary of State for War whether he can now state if the services of subalterns, Royal Garrison Artillery, are farther required, and, if so, will promotion be given on twelve or thirteen years' service; and whether, if their services are no longer required, they will be given the rank of captain on retirement in order to clear the block of officers?

I am not at present in a position to make any statement on the question of the promotion of subalterns of the Royal Garrison Artillery.
