Captain CRAIGasked the Under-Secretary of State for War whether he can now state if the services of subalterns, Royal Garrison Artillery, are farther required, and, if so, will promotion be given on twelve or thirteen years' service; and whether, if their services are no longer required, they will be given the rank of captain on retirement in order to clear the block of officers?
