asked the Undersecretary of State for War how many officers received a grant of money when they transferred from the Volunteer force to the Territorial force to cover the cost of the enforced change of uniform; what was the total sum so granted; on what date was the grant authorised, and were any conditions attached to such grant at that time or subsequently; how many officers have been called upon to make a refund of such grant; have any officers resigned their commissions in consequence of their having been called upon to refund the grant made; and, if so, how many?

Complete details asked for could not be obtained without great difficulty and labour, but approximately 7,500 officers received a grant when they transferred from the Volunteers, and the total so paid was approximately £85,000. The grant was authorised as from 1st March, 1908. Various conditions as to length of service, qualifications, etc., were imposed. I cannot give any details as to the number of officers who have been called upon to make refunds, nor of those who have resigned in consequence; but the total sum refunded during the year 1909–10 was £1,473 19s. 4d.
