§ Colonel SEELYIn reply to the first part of the question, I must refer the hon. and gallant Member to the answer given to a question on this subject put by him 1301W on 23rd May. In reply to the last part of the question, I can only say that the matter was settled many years ago after most careful consideration, and it is not proposed to reopen the question.
