§ Mr. HALDANEManœuvres held under the Military Manœuvres Act cannot take place a second time in any area until five years have elapsed. With regard to manœuvres held by private arrangement 2045W with landowners, it is to be remembered that it is to the interest of troops, from a training point of view, that the area in which manœuvres take place should be changed as frequently as possible; consequently the military authorities are making every effort to use all suitable localities which are not excluded from consideration on account of the cost of transport of the troops to them.
