asked the President of the Local Government Board if, with reference to the Grants made to highway authorities by the Road Board, he will, with a view to the regularisation of employment, endeavour to secure that the work in this connection is carried on chiefly in the winter months; and if he will represent to the Road Board that the work initiated by them is peculiarly of a character to be spread with advantage over the lean years of a trade cycle in mitigation of unemployment?

Section 18 of the Development and Road Improvement Funds Act, 1909, provides that, in making advances in respect of work involving the employment of labour on a considerable scale, regard shall be had, so far as is reasonably practicable, to the general state and prospect of employment, and the Road Board" in making advances, will have regard to the provisions of this section.
