It is not a criminal offence in this country to hold Communistic views or to advocate them by peacable and constitutional methods. The ordinary law, supplemented as it is in certain points by emergency legislation, is sufficient to meet any attempts to carry out by force or violence the views which the Russian Bolsheviks profess, or to instigate others to use force or violence for that purpose.
