§ Mr. CHURCHILLThe Railway Returns already indicate where the railway of one company is leased to or worked by another, and, therefore, permit of the number of units of actual control being ascertained. The information available as to agreements between railway companies for the pooling of competitive traffic is so incomplete that any reference to such agreements in the Annual Returns would be misleading.
