§ Mr. CHURCHILLThe answer to the first part of the question is in the affirmative. So far, however, as I am aware, the treaty in question has not yet been ratified. The question of a commercial arrangement with the Portuguese Government for the benefit of British commerce has been for some time engaging the consideration of His Majesty's Government.
