§ Mr. SYDNEY BUXTONIt is the usual practice to invite public tenders for new contracts for the conveyance of mails by exhibiting notices in the windows of the post offices in the district. Experience shows that, as a rule, sufficient publicity is obtained in that manner; but, when it appears desirable, advertisements are inserted in the local newspapers.
