asked the Secretary to the Treasury what is the formula employed in certifying approved conduct for the grant of ordinary increments of salary to boy clerks, assistant clerks, second division clerks, and upper division clerks in the Treasury; and what is the authority for using this formula?

Mr. HOBHOUSE

The formula employed in the case of assistant clerks, second division clerks, and upper division clerks is: "I hereby certify, in accordance with the provisions of clause 20 of the Order in Council of the 29th November, 1898, that the conduct of …. during the year ended the …. has been approved." In the case of boy clerks the formula is in the same or similar terms, although the Order in Council does not actually apply to boy clerks. These formulae are employed under the authority of the Board of Treasury.
